User Management

CMS’ RDS Center would like to remind RDS Secure Website (SWS) users: don’t wait until the last minute to complete your Application. Confirm your access to the RDS Secure Website now!

Is my user account active - can I access the Secure Website?

To avoid missed program deadlines and delayed subsidy payments, ensure that your RDS user accounts and Multi-Factor Authentication (MFA) are active and that you can access the RDS Secure Website today. Encourage all users assigned to your RDS applications to log into the Secure Website as soon as possible, and well in advance of your deadline date(s).

Is my Authorized Representative’s user account active?

The Authorized Representative is the only user role that can submit a completed application to CMS’ RDS Center. Ensure your Authorized Representatives are active and can access the Secure Website now! If you’ve had staffing changes, refer to Reassign the Account Manager and Authorized Representative Roles in the RDS User Guide for tips and step-by-step instructions on reassigning these roles.

What if I have last minute questions about my user account, plan sponsor account, or applications?

CMS’ RDS Center’s official means of communication with the Plan Sponsor community is through email at RDS@cms.hhs.gov. The RDS Center does not maintain a Call Center for telephonic assistance. Support is not guaranteed the same business day. The 24 hours IMMEDIATELY PRECEDING a deadline can be very difficult to obtain remediation regarding account login issues, potentially resulting in a missed deadline and possible loss of subsidy.

**UPDATED 1/25/24** New Password Policy Passwords can be changed five (5) times in a 24-hour period. If a user changes their password the maximum five (5) times and then locks their account again on the same day, the user cannot change their password to unlock their account until 24 hours have passed. CMS' RDS Center cannot unlock user accounts.

The RDS Center has published many updates to the Public Website (PWS) over the past few months containing detailed information on account management and technical support, including:

As an additional reminder, CMS’ RDS Center no longer supports the Internet Explorer (IE) browser. Whenever you access the Secure Website, use the most recent, updated version that is available for your chosen browser to navigate the website and enjoy the full functionality of the new design.

If you have any questions or feedback, please contact CMS’ RDS Center.
