Now in Effect: Changes to RDS Overpayment and Correspondence Processes

The CMS' Retiree Drug Subsidy (RDS) Center is pleased to announce our transition to faster, more efficient electronic payments!

We have upgraded to a streamlined electronic payment system that will make processing overpayments faster, more secure, and more convenient for you.

Background: On November 14, 2025 and March 18, 2026, CMS’ RDS Center notified Plan Sponsors about upcoming changes to modernize our banking and communication processes. These changes are now in effect.

What's Changing:

Starting May 8, 2026, the RDS Center:

  • Activated the electronic payment portal for overpayments
  • Stopped accepting checks and money orders
  • Closed our physical mailing address for all correspondence, including:
    • Overpayment remittance
    • Bankruptcy notifications
    • General communications

What's Not Changing: You can still offset an overpayment with a positive payment request on another application when one is available at the time of the overpayment.

When there's an overpayment:

  1. RDS emails you an Overpayment Notification
  2. J.P. Morgan Chase (the RDS payment processor) emails you an invoice with:
    1. A summary of the overpayment
    2. A one-time payment link
  3. After you pay, J.P. Morgan Chase emails you a confirmation
  4. RDS emails you an Overpayment Notification of Reduction of Balance

To make a payment, you need:

  • The Application ID associated with your overpayment for verification
  • The valid one-time payment link from your email invoice
  • A business or personal checking/savings account – credit or debit card payments are not accepted
  • No additional registration required!
