Introduction to Step 5: Start Preparation of Reconciliation Payment Request

The purpose of Step 5: Start Preparation of Reconciliation Payment Request is for the Plan Sponsor to begin final cost reporting after the Covered Retiree List has been finalized. Completing Step 5 changes the Application Status to "Reconciliation Cost Reporting Opened" and allows the Cost Reporters, established in Step 2: Review Payment Setup, to submit final cost reports. Cost reports may be entered and submitted on the RDS Secure Website and through Mainframe submissions until final cost reporting is closed when Step 6 is complete.

Timing for Reconciliation Step 5: Start Preparation of Reconciliation Payment Request

After Steps 1 through 4 are complete, final cost reporting may be started by completing Step 5: Start Preparation of Reconciliation Payment Request. Step 5 must be marked "Complete" on the Reconciliation Checklist to proceed to the remaining steps.

Step 5: Start Preparation of Reconciliation Payment Request can only be completed by the Account Manager or Designee with Request Payment privilege. The Authorized Representative has “View Only” access to this page.

Prepare for Reconciliation Step 5: Start Preparation of Reconciliation Payment Request

To guarantee a successful Reconciliation Payment Request, Plan Sponsors should consider the following when preparing for Step 5:

  • Communicate finalized Qualifying Covered Retirees (QCRs) along with their Benefit Options and Subsidy Periods to the proper Cost Preparers.
  • Ensure that costs are only reported for the QCRs listed on the final Covered Retiree List and for their associated Subsidy Period and Benefit Options.

What Happens After Step 5: Start Preparation of Reconciliation Payment Request Is Complete

After Step 5: Start Preparation of Reconciliation Payment Request is complete the status of Step 5 changes to "Complete" and the Last Updated Date and Last Updated By fields are updated. Step 5 is marked with a green check to indicate that the step is complete and Step 6: Manage Submission of Final Cost Reports is marked with a blue arrow to indicate that it is the next step. The status of the application changes to "Reconciliation Cost Reporting Open."

On the Reconciliation Checklist page:

  1. Select Step 5: Start Preparation of Reconciliation Payment Request.

     Select [Start Preparation of Reconciliation Payment Request]

On the Step 5: Start Preparation of Reconciliation Payment Request page:

  1. Select the checkbox to indicate that the warnings and instructions have been read.
  2. Select Submit to complete Step 5 or select Cancel to return to Step 5: Start Preparation of Reconciliation Payment Request page without completing this step.
