HOW TO Register As A Designee - NEW 01/11/07
The following document provides step-by-step instructions on how to complete the registration process for a Designee, how long the registration process takes, and how to determine whether your registration was approved or denied. This document includes information about the following:

How does the Designee complete the registration process?
To complete the Designee Registration process, follow these steps:
- When you receive your registration e-mail invitation, click on the Designee Registration page link.

XYZ Corporation is inviting you, as a Designee, to assist them in the Medicare Retiree Drug Subsidy (RDS) program.
You have been designated to work on the following parts of the application:

Submit An AppealIf you already have a Login ID and password to the RDS Secure Web Site, use that Login ID and password to sign on at the RDS Program Web Site [http://rds.cms.hhs.gov/].
If you have not yet created a Login ID, please go to the Designee Registration page [www.designee_registration.html] to complete the Login ID creation.

- The Designee Registration page will display.
- Enter the Pass-phrase. This should have been communicated to you directly by the Authorized Representative/Account Manager. If you do not know the Pass-phrase, contact the Authorized Representative/Account Manager. The Authorized Representative/Account Manager created the Pass-phrase at the time they assigned you as the Designee in the RDS Secure Web Site.

- Read the User Agreement provided in the scrolling box. To accept the agreement, click the checkbox. If you choose not to accept the User Agreement, you will not be able to continue with the registration process.

- Click Continue. Clicking Cancel will terminate this process.
Note: If at anytime during this step-by-step process, you need additional information, click on the Help about this page link in the Quick Help box at the top right hand corner of the page.
- The Designee Personal Information page will display. Complete the following information about yourself. The fields with an asterisk (*) are required.
- First Name*
- Middle Initial (optional)
- Last Name*
- Social Security Number*
- Date of Birth*
- Job Title*
- Business Telephone*
- Fax (optional)
- Street Line 1*
- Street Line 2
- City*
- State*
- ZIP Code*
Note: Please make sure that personal information (birth date, social security number, and your first and last name) is entered correctly. This information will be used during the validation process.

- Click Continue when you have completed the information. Clicking Cancel will terminate this process.
- The Designee Login Information page will display. You are being asked to create your login information. The fields with an asterisk (*) are required.
- Login ID*
- Password*
- Re-enter Password*
- Security Question 1*
- Answer 1*
- Security Question 2*
- Answer 2*

- Click Continue when you have completed the information. Clicking Cancel will terminate this process.
- The Designee Summary page will display. Please review the information carefully before submitting it for processing.
Note: The RDS Center recommends that you print this page for your records.

- If you need to make corrections, click Edit and you will return to the beginning of the registration process. If the information provided is correct, click Continue. Clicking Cancel will terminate this process.
- The Thank You page will display. This page confirms the receipt of your request to activate your Login ID and password as the Designee.

- Click Exit to conclude this session.
- After you have completed the registration process, you will receive an e-mail within approximately 48 hours indicating your validation status. At that time, if you are successfully validated, you may use the Login ID and password that you just created to log into the RDS Secure Web Site.
How long does the Designee's registration process take?
The actual registration process takes 5 to 10 minutes to complete. There are five pages (Registration, Personal Information, Login Information, Summary, and Thank You) that you are required to complete. After you have completed the registration process, the RDS Center will validate your information within approximately 48 hours. Once the validation process has been completed, you will receive an e-mail indicating the status of your registration (Approved or Denied).
How will I know if the Designee's registration was approved?
If your registration was successful, you will receive an e-mail indicating that you have been approved.

To access plan information, you will be required to enter the Login ID and password you created during registration.

How will I know if the Designee's registration was denied?
If your registration was unsuccessful, you will receive an e-mail indicating that you have been denied.

The information you provided on the Medicare Retiree Drug Subsidy (RDS) program application for the XYZ Corporation was either invalid or incomplete. This has resulted in your login request being denied by CMS' RDS Center.
If you would like to start the registration process again, please go to the Designee Registration page to complete the registration request.

Does the Designee have to complete the registration process every plan year?
No, you do not have to complete the registration process every plan year. The RDS secure user role you register for will be assigned to you for as long as you or the Plan Sponsor chooses.
Note: The RDS system allows an individual to act in only one role at a time. The individual may be assigned to multiple Plan Sponsors, but only in the same role for each Plan Sponsor.
For example, if an individual is a Designee for one Plan Sponsor's application and another Plan Sponsor wants him/her to assist with its application, that individual may only act as a Designee for the second application, and no other role.
