How To Access Payment History

The following document describes the actions and events of Payment History, provides instructions about how to view a Payment Request, and answers questions about how to get paid.  This document includes information about the following:

What is Payment History?

Payment History is an action that displays payment events that have occurred on an application.  A Payment Requester (an Account Manager, an Authorized Representative, or a Designee with the Payment Request privilege) can select the Payment History Action from the Application List page to view payment events that have occurred on an application.  For more information about the various payment events, go to: What are the different Payment History events?  For information on how to access the Application List page, go to: How do I view a Payment Request?

Who can access Payment History?

Once your RDS application is in an Approved status, an Account Manager, Authorized Representative, and/or Designee with the Payment Request privilege will have access to the Payment History pages.  Payment History pages can be accessed from the Actions dropdown list on the Application List page. 

What are the different Payment History events?

There are thirteen Payment History events that could be associated with your application.

  • EFT Pre-note Sent to Bank – This event displays when the Plan Sponsor enters or re-enters EFT banking information into the RDS Secure Web Site. The EFT banking information that was supplied by the Plan Sponsor on the application is sent to the bank, as what is called a pre-note verification, to confirm that the banking information is valid. Please note this process may take up to two weeks. 
  • EFT Pre-note Approved – This event displays after the pre-note verification was sent to the bank and the RDS Center is able to confirm that the banking information provided by the Plan Sponsor is valid.
  • EFT Pre-note Rejected – This event displays when the pre-note verification is received from the bank advising that the EFT banking information provided by the Plan Sponsor is not valid.  The EFT information supplied on the application must then be corrected. After the EFT corrections are complete, the Authorized Representative is required to review, re-sign, and re-submit the application in order for the EFT pre-note validation to be performed.  Please allow up to two weeks for the EFT pre-note validation process.
  • Payment Requested - This event displays when a Payment Requester submits a payment request on the RDS Secure Web Site and the payment request has been initially processed by the RDS Center. Note: It may take several days after a payment request is made for this event to appear in the event list.  If it's been more then two weeks and you do not see a Payment Determination event, contact the RDS Center
  • Payment Determined – This event displays the amount approved by the RDS Center for payment. 
  • Payment Adjustment applied to another Application – This event displays when the amount payable on the application that is requesting payment is used to reduce the outstanding balance of a payment adjustment on another one of the Plan Sponsor's applications. Payment for this application will be reduced by the amount applied to the other application. This event will display the amount deducted from the total payment.
  • Payment Adjustment applied from another Application – This event displays when the amount payable on another of the Plan Sponsor's applications is used to reduce the outstanding balance of a payment adjustment on the application requesting payment. A payment adjustment is usually the result of a previously submitted negative payment request. This event will display the amount added to the total payment.
  • Adjust Balance Increment – This event displays when the RDS Center makes an incremental adjustment to the payable amount for an application. This is a rare event that will not appear for most applications.
  • Adjust Balance Decrement – This event displays when the RDS Center decreases the payable amount for an application. This is a rare event that will not appear for most applications. The event will have a negative amount.
  • EFT Payment Sent to Bank – This event displays when the subsidy payment is sent to the Plan Sponsor's bank via ACH deposit.
  • EFT Payment Failed at Bank – This event displays if the Plan Sponsor's bank rejects the EFT payment even though the bank may have previously approved the account information during the pre-note process. When this event occurs, an email will be sent to the Account Manager and Authorized Representative. The EFT information supplied on the application must then be corrected. After the EFT corrections are complete, the Authorized Representative is required to review, re-sign, and re-submit the application in order for the EFT pre-note validation to be performed.  Please allow up to two weeks for the EFT pre-note validation process. Note: If there are still errors after validating the corrected EFT information, your application will be denied.  If no errors are detected in the corrected EFT information, the EFT payment will be automatically resent without requiring any further action.
  • System Regenerated Request – If an EFT Payment fails, corrections to the EFT bank information are made, and the application is resigned by the Authorized Representative, then the EFT payment will be automatically resent without requiring any further action.
  • Payment Request Cancelled – This event displays if a payment request were to be cancelled by the RDS Center.

What are the different Payment History actions?

There are four Payment History actions that may display on the Payment Event History page: View Request, View Determination, View Adjustment, and View EFT.   The Payment Event History page displays the total number of payment requests to date, the total dollar amount of payment requests to date, the total dollar amount of successful Electronic Funds Transfer (EFT) payments to date, and a list of the payment events that have occurred on the application.

From this page, an Authorized Representative, an Account Manager or a Designee with the Payment Request privilege can review payment requests, payment determinations, payment adjustments, EFT pre-notes, and EFT payment events.

Note: The reason for the $-200.00 Payment Adjustment in the screen shot is because another application, associated with the same Plan Sponsor, is negative.

View Request - This action directs the user from the Payment Event History page to the Payment Request Summary page. This page displays the:

  • Total amount of the payment request.
  • Date of the payment request.
  • Benefit Options included in the payment request.
  • Total costs and subsidy amount included in the request.
  • A breakdown of the costs and subsidy amount per plan month.

View Determination - This action will direct the user from the Payment Event History page to the Payment Determination page. This page displays the:

  • Event Number.
  • Date that the payment amount was determined.
  • Amount requested.
  • Any reductions or increases to the payment request amount resulting from adjustments within the application or across Plan Sponsor applications.
  • Amount to be paid.

View Adjustment - This action will direct the user from the Payment Event History page to the Payment Adjustment page. This page displays the:

  • Event Number.
  • Date an adjustment was applied.
  • Amount applied.
  • Application that the adjustment was either applied to or from. (Adjustments occurring across applications for a Plan Sponsor will appear as separate events on the Payment Event History page. Adjustments that occur within an application will appear only on the Payment Determination page.)

View EFT - This action will direct the user from the Payment Event History page to the EFT Payment Information page.  This page will display the:

  • Event Number.
  • Date the EFT payment was sent to the Plan Sponsor's bank.
  • Amount to be paid.
  • Tracer number.

How do I view a Payment Request?

  1. Log into the RDS Secure Web Site.

  2. The Plan Sponsor List With Application Summary page will display.  Click the appropriate Plan Sponsor ID link.

  3. The Application List page will display.  Select Payment History from the Actions dropdown list and click Go.

  5. To view details of a particular Payment Request event, click on the View Request link in the Actions column that corresponds with the appropriate event.

  6. The Payment Request Summary page will display.  This page lists a breakdown, by Benefit Option and Plan Month, of the submitted costs and calculated subsidy amount included in the payment request.  Costs are reflected as follows:
    • Current - costs reflect the most recently submitted costs.
    • Old - costs reflect the submitted costs last included in a payment request.
    • Net - costs are calculated as the difference between "Current" and "Old" costs. The amount of the payment request is calculated based on the "Net" costs.

  7. To view a breakdown by Cost Reporter and Plan Month of the costs submitted for a particular Benefit Option, select View Costs dropdown in the Actions column for the appropriate Benefit Option.

Why don't I see my last Payment Request on the Payment Event History page?

If you don't see your last Payment Request on the Payment Event History page, your request is still in progress.  Note:  If your Payment Request does not display after two weeks, please contact the RDS Center

How do I know how much I'm getting paid?

To determine how much you will be getting paid, select the View Determination Action on the Payment Event History page.  The Payment Determination page will display.  This page will display the results of the Payment Determination events. The following will display:

  • Event Number – Displays the sequence number of the Payment Determination event.  This number is cumulative therefore the more events that occur, the higher this number will be.    
  • Payment Determined Date Displays the date the payment amount was calculated and approved by the RDS Center.  This date does not equate to the day the money was deposited. 
  • Payment Requested Amount – Displays the subsidy amount requested by the Plan Sponsor through a payment request submitted on the RDS Secure Web Site.
  • Payment Amount – The approved payment amount determined by the RDS Center.  This is the subsidy amount that will be paid.
  • Payment Adjustment – Displays the amount that the payment request was increased due to an adjustment made by the RDS Center. The amount should correspond to the Adjust Balance Increment event on the Payment Event History page. The Adjust Balance Increment event is a rare event and as a result this line will seldom appear on the Payment Determination page.
  • Payment Reduction due to interim adjustment on this Application - Displays the amount by which the Payment Requested Amount was reduced due to a previous interim adjustment on the application. This type of payment reduction most often results from a negative payment request previously submitted for the application. This line will not display on the page if no reduction was made to the payment requested amount. 
  • Payment Reduction due to interim adjustment on Application - Displays the amount by which the Payment Request Amount was reduced due to application of the amount payable to an interim adjustment on another of the Plan Sponsor's applications. The amount of the reduction will correspond to Payment Adjustment applied to another application event displayed on the Payment Event History page. This type of payment reduction is most often the result of a negative payment request previously submitted on another of the Plan Sponsor's applications. This line will not display on the page if no reduction was made to the payment requested amount. The reduction amount and application number displays for each application to which the amount payable was applied. 

How do I know if my Electronic Funds Transfer (EFT) payment was successful?

To determine if your EFT payment was successful, go to the Payment Event History page and look for the EFT Payment Sent to Bank event.  If it has been more than two weeks since the EFT Payment Sent to Bank event date and you have not received a payment in your account and do not see an EFT Payment Failed at Bank event, contact the RDS Center.

How do I know if my Electronic Funds Transfer (EFT) payment was not successful?

If your EFT payment failed the EFT Payment Failed at Bank event will display on the Payment Event History page.  This event displays if the Plan Sponsor's bank rejects the EFT payment even though the bank may have previously approved the account information during the pre-note process. When this event occurs, an email will be sent to the Account Manager and Authorized Representative. The EFT information supplied on the application must be corrected. After the EFT changes are complete, the Authorized Representative is required to review, re-sign, and re-submit the application in order for the EFT pre-note validation to be performed.  Please allow up to two weeks for the EFT re-validation process. If there are still errors after validating the corrected EFT information, your application will be denied. If no errors are detected in the corrected EFT information, the EFT payment will be automatically resent without requiring any further action.
